Once upon a time, a broker successfully completed a sale and submitted all the necessary documents to the regulatory bodies for the title transfer.

The person-in-charge (PIC) at the government office carefully reviewed the submitted documents. During the review, the PIC noticed that the Special Power of Attorney (SPA) had been notarized by the Philippine Consul, a process known as "consularization."

So, the PIC returned the documents and said that the SPA should be apostilled.
