Pest Problem

Once upon a time, a landlord received a message from his tenant requesting to pre-terminate their lease due to a pest infestation in the unit. The landlord asked for a week’s time to address and resolve the issue.

The tenant had reported finding small cockroaches throughout the unit, prompting the landlord to consult with the building administration. He discovered that several other tenants on the same floor were facing the same problem. To tackle the situation, the landlord hired a pest control company to investigate and treat the infestation.

The pest control team identified a specific unit as the source of the cockroach problem. The landlord then requested the building administration to coordinate with the occupant of that unit to schedule a treatment. However, the tenant of the identified unit refused the pest control service because she owned a dog and was concerned about its safety.

Given these circumstances, is the tenant justified in terminating the lease prematurely?
