What should you do if you need an original copy of the BIR Certificate Authorizing Registration (CAR) for a property purchase but can't find it?
Most people (including myself) would answer the BIR since they issued the certificate. While this is a logical choice, retrieving documents from the BIR can be a long and discouraging process. Even their front-line staff often advise against it (as a recent experience proves).
So where else could you procure copies?
The Registry of Deeds (RD).
Unlike the BIR, which primarily focuses on tax collection, the RD has a structured process for document retrieval, such as obtaining certified copies of the title. Since the CAR is one of the required documents for title transfers, the RD keeps copies of it along with the deposit slips for tax payments. :-)
